OPEC+ holds December targets as Binance reopens withdrawals

Sunday's Chain, Crude & Chips: oil supply targets, Binance's phased restart and the next chip earnings tests.

OPEC+ left its December oil production targets unchanged on Sunday, keeping its policy settings steady while disrupted Middle Eastern exports remain a separate constraint. Seven core producers agreed to maintain September's required production levels for December. The decision holds targets in place; it does not establish that every member is producing or exporting at those levels.

The next monthly meeting is scheduled for November 29. That gives investors another date to watch for the group's 2027 plans, alongside the more immediate question of how much supply can reach buyers. A production quota and barrels delivered through a disrupted shipping route are different measures.

Crypto: withdrawals reopen, but the restoration is phased

Binance began reopening withdrawals on Sunday following the $6.3 billion hack. The exchange said it had replaced about 95% of the affected assets using its own funds and would cover customer losses. Replacing assets backing customer balances is not the same as recovering the stolen tokens.

The restart covers bitcoin, ether and other widely used assets, with remaining services dependent on security and stability checks. Customer outflows remain a test of how the restoration is working. Different outflow estimates use different measurements, so a single total should not be treated as a complete verdict on customer confidence. Our Sunday Binance report explains the restart and the disputed figures.

AI and chips: the next earnings tests are scheduled

AMD is scheduled to report Tuesday, November 3 after the close. Arm and Qualcomm follow Wednesday, November 4 after the close. Their reports will provide new company-level evidence after Friday's semiconductor selloff. Those Friday share-price moves are the completed cash-market backdrop, not new Sunday trading.

Watch the outlook and the cash required to support growth alongside revenue. Strong demand for chips and a good return on investment are related questions, but they are not interchangeable. The coming reports can help show how suppliers see orders, spending and the pace of the AI buildout.
